The Central Board of Secondary Education (CBSE) has introduced a major reform in the way students obtain their Migration certificates. Starting this academic session, CBSE will no longer issue hard copies of migration certificates for Class 10 and Class 12 students. Instead, all certificates will now be made available in digital format through DigiLocker—the Government of India’s secure online platform for storing and accessing verified documents.
This transition to digital documentation marks a significant step toward the board’s ongoing efforts to streamline academic records and promote paperless governance. The move aligns with the Digital India initiative, ensuring that students have easier, faster, and permanent access to their important academic documents.
According to CBSE, these digitally signed certificates will hold the same legal validity as their physical counterparts. All higher education institutions (HEIs) across India will recognize DigiLocker-based certificates as authentic and valid for admissions and academic verifications.
This development also follows the University Grants Commission (UGC) directive, which mandates that all educational institutions must accept documents available on DigiLocker and the National Academic Depository (NAD) as legitimate and verifiable academic records.
Migration Certificates Now Free of Cost
In a student-friendly move, the CBSE has also confirmed that the migration certificate will now be issued free of charge. Once board exam results are declared, students will automatically receive their digitally signed migration certificates directly in their DigiLocker accounts.
For students who still prefer or require a physical copy during the transition period, CBSE has provided an alternative. They can apply through the Duplicate Academic Document System (DADS) portal available at cbseit.in. After verification and processing, the requested hard copy will be delivered to the student’s registered postal address.
Step-by-Step Guide: How to Download the 2025 CBSE Migration Certificate via DigiLocker
- Visit the official DigiLocker website or open the DigiLocker mobile app.
- Log in using your registered mobile number and credentials.
- If not set up already, create your six-digit security PIN for account access.
- Navigate to the “Issued Documents” section on the dashboard.
- Select “CBSE Documents” and click on “Migration Certificate.”
- Download and securely save your certificate for future academic or verification purposes.
Note: To activate DigiLocker accounts, CBSE has issued a six-digit security access code to schools. Students who have not received their code should contact their school administration immediately for assistance.
What Is a Migration Certificate?
A migration certificate is an official document issued by an educational board that allows students to transfer from one school, board, or university to another. It confirms that the student has successfully completed their studies under the issuing board and is eligible to continue education elsewhere.
By shifting to a fully digital mode, CBSE continues its digital transformation journey, enhancing efficiency, accessibility, and data security for millions of students nationwide. The new process eliminates delays associated with physical documentation and ensures that academic records remain easily retrievable at any time.
Why This Move Matters
Experts believe this policy will bring greater transparency and speed to India’s academic record system. Since DigiLocker documents are blockchain-verifiable and tamper-proof, it minimizes risks of forgery or loss. The initiative also supports sustainability by reducing paper use, aligning with India’s goal of creating a fully digital education ecosystem.
Students and parents have welcomed the change, calling it a “progressive step” that simplifies the process of obtaining migration certificates, especially for those applying to colleges and universities outside their home states.
CBSE’s Commitment to Digital Education
This decision reinforces CBSE’s commitment to technological innovation and digital accessibility in education. By integrating its systems with DigiLocker and the National Academic Depository, the board ensures that students can manage their academic documents securely and independently—anytime, anywhere.
In the coming years, CBSE plans to expand this model to include other essential documents such as marksheets, pass certificates, and transcripts, further strengthening India’s digital academic infrastructure.
