With numbers stacked in favor of the Bharatiya Janata Party (BJP) in many states, the Indian National congress is expected to secure roughly five seats – two from Telangana and one each from Haryana, Chhattisgarh, and Himachal Pradesh – based on current arithmetic.

However, beyond simple legislative math, the Congress leadership appears to be focusing on strengthening its voice in Parliament’s Upper House by prioritizing influential speakers over rigid adherence to traditional social representation formulas.

Congress Strategy: Firepower Over Representation Formulas

A senior Congress leader indicated that the party has realized it lacks adequate “firepower” in the Rajya Sabha when compared to the lok Sabha, where strong orators have effectively countered the government and shaped the Opposition’s narrative.

Sources suggest that senior advocate and Congress leader Abhishek Manu Singhvi is likely to be renominated. There is also speculation surrounding Justice Sudarshan Reddy, a former Supreme Court judge who was previously nominated for Vice President by the India bloc.

In Chhattisgarh, the party faces a different challenge – selecting a candidate from a crowded field for the lone Rajya Sabha seat as the tenure of Phulo Devi Netam concludes.

While some within the party favor renominating Netam, others argue that this is the right moment to introduce a new face. Reports indicate that between 15 and 20 prominent local leaders are being considered.

The final decision is expected to reflect Congress’s broader balancing act between rewarding experience and encouraging generational transition within its ranks.

Haryana: A Packed Contest for One Seat

In Haryana, the competition is equally intense, with multiple senior Congress leaders seeking the sole Rajya Sabha seat available under the party’s quota.

Among those reportedly in contention are Raj Babbar, Pawan Khera, Supriya Shrinate, Rao Dan Singh, Ashok Tanwar, Rao Narender Singh, Dr. Anil Jai Hind, and Captain Ajay Yadav.

The crowded field highlights both the limited opportunity available and the internal political dynamics within the state Congress unit. Securing the nomination could significantly elevate a leader’s role in national-level politics.

Himachal Pradesh: Veterans and Heavy Lobbying

The Rajya Sabha election in Himachal Pradesh has triggered intense lobbying among senior leaders.

Chief Minister Sukhvinder Singh Sukhu is reportedly backing Anand Sharma, a seasoned Congress veteran with national stature. At the same time, Pratibha Singh, wife of former Chief Minister Virbhadra Singh, is seen as a strong contender.

Senior leader Thakur Kaul Singh is also emerging as a potential dark horse, making this a closely watched and politically sensitive selection.

Ultimately, the final decision on candidates will rest with the Congress high command, including Rahul Gandhi, Sonia Gandhi, and party president Mallikarjun Kharge.
