The second stage of the nationwide voter roll revision is currently in progress, and on Sunday, Defense Minister Rajnath Singh completed and submitted his Special Intensive Revision (SIR) enumeration form at his residence in Lucknow. According to officials, Singh followed the required verification procedures before officially handing over the form.
After completing the documentation, Rajnath Singh submitted the filled form to Sadar Sub-Divisional Magistrate (SDM) Manoj Singh for further processing. The Defense Minister, who also serves as the Member of parliament (MP) from Lucknow, personally ensured timely submission as part of the ongoing revision drive.
A post shared by ANI UP/Uttarakhand on November 17, 2025, showed SDM Manoj Singh receiving the completed SIR form from the minister. The submission emphasizes the government’s appeal for active participation in the revision exercise.
Phase Two of the SIR Exercise Underway
The Election Commission launched phase two of the Special Intensive Revision (SIR) process on November 4. This phase will continue until December 4 and aims to ensure accuracy, removal of discrepancies, and inclusion of eligible voters across India.

The Election Commission has clarified that Assam will publish a separate schedule for its roll revision to be conducted in 2026.
Over 49 Crore Voters Have Received SIR Forms
According to the latest Election Commission report, more than 49 crore voters out of nearly 51 crore in nine states and three Union Territories have already been issued SIR enumeration forms. This mass outreach aims to strengthen the accuracy and inclusivity of India’s electoral database.
The Election Commission plans to release the draft electoral rolls on December 9, followed by the final rolls on February 7, 2026.
PM Modi Urges Full Participation from Political Parties
Prime Minister Narendra Modi has urged all political parties to participate actively in the SIR process by deploying their workers at every polling station. Addressing BJP members after the NDA‘s major victory in Bihar, Modi noted that the people of Bihar showed “massive support” for the SIR initiative, which he described as essential for “cleaning up” the voter lists.
Modi emphasized that all political parties share an equal responsibility in ensuring transparency and purification of voter rolls, improving the credibility of electoral outcomes.
Opposition Flags Concerns Over SIR Exercise
Opposition-ruled states and parties have sharply criticized the Special Intensive Revision process. The DMK in Tamil Nadu, CPI(M) in Kerala, and Trinamool congress in West Bengal have all raised concerns, arguing that the process may disenfranchise eligible voters who lack specific documentation.
These parties have urged the Election Commission to address these concerns to protect the constitutional right to vote and ensure the inclusiveness of the revision process.
