The head of Britain’s MI6 has warned that Russia is deliberately prolonging the war in Ukraine through hybrid tactics, undermining Western resolve and complicating peace negotiations while staying just below the threshold of open confrontation.

London: The chief of Britain’s foreign intelligence agency, MI6, has issued a stark warning that Russian President Vladimir putin is intentionally delaying peace negotiations over Ukraine while simultaneously testing the West through calculated acts designed to avoid outright war.

Blaise Metreweli, who assumed leadership of MI6 two months ago, made the remarks during her first public speech as head of the 116-year-old intelligence agency. She said that despite intensified diplomatic efforts to end the conflict, Putin remains focused on subjugating Ukraine and intimidating NATO allies.

Quoting her address, the Associated Press reported that Metreweli described the current global security environment as operating “in a space between peace and war,” where traditional rules of engagement no longer clearly apply.

According to Metreweli, Russia is pursuing an expansive hybrid warfare strategy that includes drone activity near European airports, cyberattacks on critical national infrastructure, sabotage, arson attacks, disinformation campaigns, and increasingly aggressive maritime operations.

“The export of chaos is a feature, not a bug, in this Russian approach,” she said, warning that such actions are likely to persist until President Putin is forced to fundamentally reconsider his strategy.

She explained that Moscow is deliberately operating in what security experts describe as the “grey zone,” using tactics that test Western unity and resolve without crossing the threshold into direct military confrontation.

Metreweli’s warning comes at a time when diplomatic activity around the Ukraine conflict has intensified. Ukrainian President Volodymyr Zelenskyy met US envoys in Berlin on Monday and was scheduled to hold talks with leaders from Germany, France, and Britain as Kyiv faces growing pressure to consider a US-mediated peace proposal.

Despite these diplomatic efforts, Metreweli cautioned that Putin is “dragging out negotiations” while maintaining relentless pressure on Ukraine and its international supporters.

Hybrid Warfare and the Changing Face of Conflict

At 48, Metreweli is the first woman to lead MI6 in its long history. Speaking from inside the agency’s London headquarters, she said the rise of hybrid threats and rapid technological change has fundamentally altered the nature of modern warfare, leaving no clearly defined front line.

“The front line is everywhere,” she said, stressing that today’s intelligence officers must be as skilled in coding, data analysis, and Artificial Intelligence as they are in traditional espionage techniques.

She highlighted disinformation as one of the most serious and growing threats to democratic societies, warning that hostile states are increasingly exploiting false narratives to weaken public trust and social cohesion.

Metreweli’s remarks add to a growing chorus of warnings from Western security and intelligence officials about the evolving threat posed by Russia and other adversaries through cyber operations, influence campaigns, and covert activities.

Last week, the United Kingdom imposed sanctions on several Chinese technology companies linked to cyber activity, as well as Russian media outlets accused of conducting information warfare against Western democracies.

Growing Military Concerns Across NATO

The MI6 chief’s warning was echoed by Britain’s senior military leadership in separate remarks. Air Chief Marshal Richard Knighton said President Putin aims to “challenge, constrain, divide, and ultimately destroy NATO.”

Speaking at the Royal United Services Institute think tank, Knighton argued that the war in Ukraine clearly demonstrates how Putin’s ambitions pose a direct threat not only to Eastern Europe but to the entire NATO alliance, including the United Kingdom.

He called for stronger armed forces and more resilient national infrastructure, stressing that deterrence remains essential in preventing escalation.

“Our objective must be to avoid war,” Knighton said, adding that “the price of maintaining peace is rising,” as authoritarian states increasingly test the limits of Western unity and resolve.
