US President Donald Trump on Friday formally announced the launch of Phase Two of his Comprehensive Plan to End the Gaza Conflict, unveiling a detailed 20-point roadmap aimed at stabilising the region, rebuilding critical infrastructure, and laying the groundwork for sustainable self-governance. Central to this next phase is the creation of the National Committee for the Administration of Gaza (NCAG), a new governing body designed to oversee Gaza’s transition from conflict to reconstruction.

According to senior US officials, the NCAG will function as the principal civilian authority during the transitional period, coordinating governance reforms, economic revival, and humanitarian recovery while operating under international supervision.

The newly formed committee will be led by Dr Ali Sha’ath, a technocratic administrator known for his experience in public governance, economic development, and international diplomacy. Officials said Dr Sha’ath has been tasked with rebuilding Gaza’s civil institutions, restoring essential public services, and stabilising daily life for residents, while simultaneously preparing the territory for long-term, independent governance structures.

“The goal is not just reconstruction, but institutional credibility,” a US official familiar with the plan said, emphasising that the NCAG is meant to bridge emergency recovery and durable political self-rule.

The announcement aligns with United Nations Security Council Resolution 2803 (2025), which endorsed Trump’s peace framework and welcomed the creation of a Board of Peace to provide international oversight during Gaza’s transition from war to rebuilding.

Board of Executive Leadership and Peace

To operationalise the plan, President Trump has constituted a founding Executive Board of the Board of Peace, which will serve as the central decision-making and coordination body for Gaza’s recovery.

The Executive Board includes:

  • Marco Rubio, US Secretary of State
  • Steve Witkoff, US Special Ambassador
  • Jared Kushner, Special Envoy
  • Sir Tony Blair, Former British Prime Minister
  • Marc Rowan, CEO, Apollo Global Management
  • Ajay Banga, President, World Bank
  • Robert Gabriel

Each member will oversee specialised portfolios considered critical to Gaza’s recovery, including capital mobilisation, infrastructure rehabilitation, regional diplomacy, governance capacity-building, and international investment attraction.

Senior advisers Aryeh Lightstone and Josh Gruenbaum have been appointed to manage day-to-day execution, ensuring that strategic decisions taken by the Board translate into tangible outcomes on the ground.

Security Architecture and High Representation Framework

As part of the governance-security nexus, Nickolay Mladenov, former UN Special Coordinator for the Middle East Peace Process, has been appointed High Representative for Gaza. In this role, Mladenov will act as the primary liaison between the Board of Peace and the NCAG, coordinating development, reconstruction, and governance initiatives across civilian and security pillars.

On the security front, Major General Jasper Jeffers has been named Commander of the newly established International Stabilization Force (ISF). The ISF will be responsible for maintaining security, supporting demilitarisation, enabling humanitarian access, and ensuring a stable, terror-free environment necessary for large-scale reconstruction.

US officials stressed that the ISF’s mandate is designed to support civilian governance rather than replace it, with an emphasis on preventing a relapse into violence during the rebuilding phase.

Gaza Executive Board Takes Shape

In parallel, a Gaza Executive Board is being formed to support the Office of the High Representative and the NCAG in delivering effective governance and public services during the transition.

The board is expected to serve as a high-level coordination platform, aligning regional, international, and local actors involved in Gaza’s reconstruction and governance reform.

US Calls for Broad International Cooperation

Reaffirming Washington’s commitment to the initiative, the White House said the United States will continue working closely with Israel, key Arab partners, and the wider international community to support Gaza’s transition.

President Trump urged all stakeholders to actively cooperate with the NCAG, the Board of Peace, and the International Stabilization Force to ensure swift and effective implementation of the Comprehensive Plan.

“This phase is about moving beyond ceasefires toward a functioning future,” a senior administration official said, adding that sustained international coordination will be critical to preventing Gaza from slipping back into conflict.

With Phase Two now formally underway, the success of the Gaza Administration Committee and its international partners is expected to determine whether the region can move from fragile calm to long-term stability and self-governance.
