Dawood Ibrahim and Lawrence Bishnoi: Sabarmati Jail Link

Ahmedabad’s Sabarmati Central Jail connects two very different eras of India’s underworld: Dawood Ibrahim’s brief detention in Gujarat in 1983 and Lawrence Bishnoi’s confinement there since May 2023. Separated by four decades, the two gangsters became associated with the same prison at significant points in their criminal histories, although the circumstances of their cases are markedly different.

Dawood’s time in Gujarat followed a shooting incident that brought him to a hospital in Baroda, a smuggling investigation and a legal battle over preventive detention. Lawrence Bishnoi, meanwhile, was brought to Gujarat in connection with a heroin smuggling case and lodged at Sabarmati as agencies pursued investigations into alleged criminal activities linked to his network.

The connection between them is therefore primarily one of place and criminal history, rather than evidence of a direct relationship between the two men. Sabarmati Jail provides a striking link between generations of India’s underworld, whose operations and methods have evolved significantly over the decades.

How a Bullet Wound Brought Dawood Ibrahim to Gujarat

Dawood Ibrahim’s detention in Gujarat in 1983 began with a shooting incident described by B V Kumar, then Gujarat’s Commissioner of Customs and later Director General of the Directorate of Revenue Intelligence (DRI), in his book DRI & The Dons: The Untold Stories.

In June 1983, Dawood was travelling back to Bombay, now Mumbai, after visiting Jam Salaya and Porbandar in Gujarat. He was in a car belonging to Lallu Jogi Patel, driven by Patel’s driver, Gulab. Dawood occupied the front passenger seat, while another Gujarat underworld figure, Haji Ismail, sat behind him.

According to Kumar’s account, the group encountered Alamzeb Pathan, a former associate of Dawood who had become a rival. Ismail reportedly attempted to draw his pistol in haste, but the weapon misfired. The bullet passed through Ismail’s left palm, travelled through the front seat and struck Dawood in the neck.

Other accounts of the incident have suggested that Alamzeb fired the shot that wounded Dawood, leaving some differences in the reported circumstances of the shooting.

The injury was described as superficial. Gulab drove the injured men to Sayaji Hospital in Baroda and then left. After learning about the incident, the then Baroda Police Commissioner, P K Dutta, questioned Dawood.

Kumar wrote that Dawood orally admitted to engaging in what he called “number two dhanda”, a euphemism for smuggling. Dawood denied that Alamzeb had shot him, while his associates maintained that the pistol had discharged accidentally.

The shooting brought Dawood to the attention of Gujarat authorities at a time when investigators were examining an alleged smuggling operation involving contraband reportedly worth nearly Rs 3 crore. Dawood was suspected of involvement in the operation, according to the account.

The Smuggling Investigation That Led to Dawood’s Detention

Authorities subsequently obtained a detention warrant against Dawood under the Conservation of Foreign Exchange and Prevention of Smuggling Activities Act, commonly known as COFEPOSA.

The law provides for preventive detention in specified circumstances to help prevent activities such as smuggling and violations affecting foreign exchange. Unlike ordinary criminal prosecution, preventive detention focuses on preventing anticipated unlawful activity under the statutory framework.

Dawood’s detention became the subject of a legal challenge. The case raised questions about the grounds for keeping him in custody, the evidence available to the authorities and the legal basis for the preventive measure.

The episode also illustrates how investigations into alleged smuggling could bring figures associated with Organised Crime into the orbit of customs officials, police and preventive-detention authorities. In Dawood’s case, the hospital visit following the shooting became an important turning point in the account of his brief stay in Gujarat.

Dawood challenged his detention with the help of senior advocate Ram Jethmalani, one of India’s prominent lawyers. The matter came before the Gujarat High Court when P D Desai was Chief Justice.

According to Kumar’s account, the judge questioned the legality of preventive detention in the absence of tangible evidence and took exception to the circumstances surrounding Dawood’s detention.

The authorities, however, argued that Dawood should remain detained partly because his rivals posed a threat to his life. The court ordered his release, stating that he would be free at his own risk unless detained under another law.

The ruling did not immediately end his confinement. Authorities approached the Gujarat government for a fresh detention order, under which Dawood was detained again and held at Sabarmati Jail.

The sequence highlights the distinction between a court’s decision on one detention order and the government’s ability to initiate a separate legal process where the law permits it. Dawood’s case involved successive detention measures, making his release more complicated than a single court order might suggest.

The Attack on Dawood During a Transfer From Sabarmati Jail

Dawood’s second period of detention was followed by another violent episode. While he was being transferred from Sabarmati Jail to Baroda for a court hearing, the vehicle carrying him came under fire near Jamalpur Pagathia in Ahmedabad.

According to accounts of the incident, Dawood was travelling in a private Fiat accompanied by a police escort rather than in a police van. Alamzeb and members of the gang led by Gujarat gangster Abdul Latif reportedly spotted the vehicle in a crowded locality, where the attack unfolded.

Former police commissioner Neeraj Kumar recounts the incident in his book Dial D for Don. According to his account, Dawood survived the shooting, while two other men in the car were hit.

The attack underscored the danger Dawood faced from rivals even while he was in official custody. It also demonstrated the difficulty of protecting a high-profile detainee when rival criminal groups were prepared to use violence in public areas.

Dawood survived the attack and spent a limited period at Sabarmati Jail before challenging his detention again. He was eventually released, bringing his brief spell in Gujarat to an end.

Dawood Ibrahim Left India for Dubai in 1984

Following his release, Dawood left India for Dubai in 1984, according to the account of his early criminal history. He subsequently remained beyond the direct reach of Indian police, while Indian authorities continued to pursue cases and investigations associated with him.

His later notoriety became closely linked to the international reach attributed to his criminal network. His early detention in Gujarat, however, remains a distinct episode in that history because it involved a smuggling investigation, a court challenge and an alleged assassination attempt during a prison transfer.

Sabarmati was only one part of Dawood’s early history, but it became a significant location because of the events surrounding his detention and the violence directed at him while he was in custody.

Why Lawrence Bishnoi Is Lodged at Sabarmati Jail

Four decades after Dawood’s detention, Sabarmati Jail became associated with another prominent figure in India’s underworld: Lawrence Bishnoi.

Bishnoi has been lodged at the Ahmedabad prison since May 2023 after being brought to Gujarat in connection with a heroin smuggling case. His confinement coincided with investigations into alleged criminal activities linked to his network.

Law enforcement agencies have associated Bishnoi and people alleged to be connected to his network with a range of serious criminal cases. However, allegations in individual cases must be distinguished from findings established through judicial proceedings, and the circumstances of each case depend on its evidence and legal status.

His presence at Sabarmati has drawn attention because the prison has become a point of reference in discussions about organised crime, investigations and the management of high-profile detainees.

Unlike Dawood’s brief detention in 1983, Bishnoi’s confinement belongs to a different period of law enforcement, marked by extensive inter-agency investigations and the scrutiny of alleged criminal networks operating across multiple locations.

From Dawood’s Era to Bishnoi’s: What Has Changed?

The connection between Dawood and Bishnoi is not evidence that they worked together or maintained a direct criminal relationship. Instead, it highlights how the same institution can feature in the histories of underworld figures from different generations.

Dawood’s Gujarat episode centred on a reported smuggling operation, preventive detention, a legal challenge and a violent attempt by rivals to attack him during a transfer. Bishnoi’s confinement, by contrast, has taken place amid investigations into an alleged network associated with him and cases involving organised crime.

The broader law enforcement environment has also changed. Modern investigations can involve coordination between state police forces and central agencies, digital evidence, financial investigations and cross-jurisdictional casework. The exact methods used depend on the individual investigation, but organised crime is increasingly examined through the relationships between alleged perpetrators, their associates and the activities attributed to their networks.

At the same time, some enduring features remain: rivalry between criminal groups, the challenges of protecting detainees, and the importance of evidence and due process in cases involving serious allegations.

Why Sabarmati Jail Has Become a Point of Interest

Sabarmati Central Jail is a major correctional facility in Ahmedabad, but its association with high-profile criminal cases has also made it a recurring subject of public attention.

Dawood’s detention linked the prison to a formative period in his criminal history. The reported shooting during his transfer added a dramatic dimension to the episode, while the legal proceedings highlighted the limits and procedures surrounding preventive detention.

Bishnoi’s confinement has brought the prison back into public discussion decades later. His case reflects a different phase of India’s response to alleged organised crime, with investigations examining networks and criminal allegations across jurisdictions.

These parallel histories explain why Sabarmati Jail is often mentioned when discussing the two men. The location offers a historical connection, even though their cases emerged in different periods and involved different circumstances.

The Larger Significance of the Dawood-Bishnoi Connection

The story of Dawood Ibrahim and Lawrence Bishnoi intersecting through Sabarmati Jail is ultimately a story about continuity and change in India’s underworld.

Dawood’s 1983 detention followed a shooting and a smuggling investigation, leading to a legal battle that included successive detention orders and an alleged attack during a transfer. He was eventually released and left India for Dubai in 1984.

Bishnoi’s confinement at the same prison since May 2023 has placed Sabarmati at the centre of a much more recent set of investigations involving his alleged criminal network.

The two men are linked by their association with the same jail at different moments in history, not by any established direct connection between them. Their stories nevertheless show how a single institution can become part of the public record surrounding successive generations of organised crime, while the legal and investigative frameworks around those cases continue to evolve.
