China’s National Energy Administration (NEA) has called on the country’s oil and gas companies to expand production capacity, increase investment in exploration and accelerate the development of national strategic oil and gas supply bases. The measures are aimed at strengthening China’s Energy Security and ensuring reliable supplies of key fuels.
According to a summary released by the NEA on Friday, October 23, the call was made during a meeting held on Wednesday. The regulator urged energy companies to take greater responsibility for safeguarding national energy security as China seeks to strengthen its domestic energy supply capabilities.
China Seeks Steady Growth in Crude Oil Output
The NEA called on oil and gas companies to step up investment and exploration activities to support future production. The agency outlined a target of achieving “steady growth in crude oil output and rapid growth in natural gas production”.
The emphasis on expanding domestic production reflects the importance of maintaining dependable energy supplies for China’s economy. Crude oil and natural gas are essential to industrial activity, transportation, electricity generation and other parts of the country’s energy system.
Increasing exploration and investment could help companies develop additional resources and strengthen production capacity over time. However, the NEA summary did not specify numerical production targets or provide a timeline for achieving the requested growth.
Strategic Oil and Gas Supply Bases to Be Developed Faster
The energy regulator also called for faster development of national strategic oil and gas supply bases. These facilities are intended to support China’s ability to secure energy supplies and strengthen its preparedness against potential disruptions.
Strategic supply infrastructure can play an important role in energy security by helping a country manage changes in supply and demand. The NEA did not provide further details about the planned locations, capacity or construction schedules for the proposed bases.
PetroChina, Sinopec and CNOOC Attend Meeting
Major Chinese energy companies, including PetroChina, Sinopec and CNOOC, participated in the meeting, according to the NEA summary.
These companies are central participants in China’s oil and gas industry, with operations spanning areas such as exploration, production and energy supply. Their participation highlights the role of major state-linked energy firms in implementing the regulator’s priorities.
Energy Security Remains a Key Priority for China
The NEA’s call combines three main priorities: expanding production capacity, increasing investment in exploration and accelerating the creation of strategic oil and gas supply bases. The regulator has asked companies to focus on both the development of domestic resources and the infrastructure needed to support energy security.
China’s ability to meet these objectives will depend on investment decisions, exploration results, production capacity and the pace of infrastructure development. The announcement did not include specific financial commitments from the participating companies or details of individual projects.
The latest directive underscores the Chinese government’s emphasis on maintaining stable energy supplies while encouraging oil and gas producers to increase domestic output, particularly natural gas production.
