Union Petroleum and Natural Gas Minister Hardeep Singh Puri filed his nomination for the Rajya Sabha by-election from Madhya Pradesh on Saturday, accompanied by Chief Minister Mohan Yadav, state Bharatiya Janata Party (BJP) president Hemant Khandelwal and other senior party leaders.

Puri submitted his nomination papers at the Madhya Pradesh Assembly in Bhopal, days after the BJP announced him as its candidate for the November 12 by-election. The seat became vacant following the resignation of Union Minister of State L. Murugan, whose Rajya Sabha term was scheduled to continue until April 2030.

The BJP’s decision to field Puri brings the Union minister into the contest for a parliamentary seat from a state where the party holds a substantial majority in the Legislative Assembly. With 164 members in the 230-member House, the BJP is in a strong position to secure the seat.

Mohan Yadav Welcomes Puri’s Candidature

Chief Minister Mohan Yadav welcomed Puri’s nomination, highlighting the Union minister’s administrative background and experience in government. He said Puri’s “administrative experience and efficiency would benefit Madhya Pradesh’s development”.

Yadav expressed confidence that Puri would win the by-election and said the state would benefit from his experience and guidance. The chief minister’s presence during the nomination filing underscored the state BJP leadership’s support for the party’s candidate.

State BJP president Hemant Khandelwal also backed Puri’s candidature, pointing to his association with important development initiatives in Madhya Pradesh. Khandelwal said Puri had contributed to projects including the Bina refinery and the Smart Cities Mission.

He added that Madhya Pradesh would continue to benefit from the Union minister’s experience and support. The BJP leadership has presented Puri’s nomination as an opportunity to strengthen the state’s representation and maintain links with the Union government.

Congress Leader Umang Singhar Questions BJP’s Choice

The BJP’s decision to nominate Puri drew criticism from Congress leader and Leader of Opposition Umang Singhar. He questioned why the Union minister had chosen Madhya Pradesh for his Rajya Sabha candidature and raised questions about the circumstances surrounding the party’s decision.

Singhar suggested that Puri had turned to Madhya Pradesh after allegedly failing to secure a Rajya Sabha ticket from Uttar Pradesh. His remarks came after the BJP announced its list of eight candidates for the Rajya Sabha Elections in Uttar Pradesh without including Puri.

Puri’s current Rajya Sabha term as a member from Uttar Pradesh is due to end on November 25. The decision to nominate him from Madhya Pradesh therefore comes shortly before the conclusion of his existing term.

The BJP’s central election committee approved Puri’s candidature on October 28. The party subsequently moved forward with his nomination for the by-election created by Murugan’s resignation.

Why the Madhya Pradesh Rajya Sabha Seat Became Vacant

The by-election has been necessitated by the resignation of Union Minister of State L. Murugan from the Rajya Sabha. His parliamentary term was originally scheduled to continue until April 2030, but he stepped down from the Upper House and the Union Council of Ministers.

Murugan’s resignation was linked to the BJP’s organisational focus in Tamil Nadu. According to the supplied information, he quit to concentrate on strengthening the party in the state.

His departure created a vacancy in Madhya Pradesh, prompting the BJP to select Puri as its candidate. The party’s choice places a senior Union minister in the contest for the remaining portion of the vacant Rajya Sabha term.

Unlike a direct election in which voters cast ballots themselves, Rajya Sabha members representing states are elected by elected members of the respective state Legislative Assembly. The composition of the Madhya Pradesh Assembly therefore gives the BJP a significant advantage in the by-election.

Who Is Hardeep Singh Puri?

Hardeep Singh Puri, 74, is a senior BJP leader and Union minister with a background in the Indian Foreign Service. Before entering active politics, he served in India’s diplomatic establishment and held several important international assignments.

One of his prominent diplomatic roles was as India’s permanent representative to the United Nations from 2009 to 2013. His diplomatic career provided him with experience in international relations, multilateral negotiations and India’s engagement with global institutions.

Puri entered the Rajya Sabha in January 2018 and was re-elected in 2020 from Uttar Pradesh. He was sworn in as a Union minister in September 2017, beginning his ministerial career in the Union government.

He initially served as Minister of State with Independent Charge for Housing and Urban Affairs. In 2021, he took charge of the Petroleum and Natural Gas Ministry, a portfolio that places him at the centre of India’s energy policy and petroleum sector administration.

As Petroleum and Natural Gas Minister, Puri has been associated with policy discussions involving fuel supply, energy security, refining capacity and the country’s wider energy requirements. His nomination from Madhya Pradesh has also brought attention to his previous association with infrastructure and development projects in the state.

BJP Holds a Strong Numerical Advantage in the Assembly

The BJP is in a favourable position ahead of the November 12 Rajya Sabha by-election because of its strength in the Madhya Pradesh Legislative Assembly. The party has 164 members in the 230-member House, giving it a substantial advantage over the opposition.

If all 230 MLAs participate in the election, a candidate would require 116 votes to secure the seat. The BJP’s current strength of 164 members is above that threshold, making Puri the frontrunner based on the Assembly’s existing numbers.

The election will be conducted through voting by elected MLAs. The party’s numerical advantage means that the contest is largely shaped by the balance of strength in the state Assembly rather than a direct public vote.

The by-election is scheduled for November 12, with counting also set to take place on the same day. The result will determine who fills the Rajya Sabha vacancy created by Murugan’s resignation.

What Puri’s Nomination Means for Madhya Pradesh

Puri’s candidature has brought together the BJP’s central leadership decision and the support of the party’s state leadership in Madhya Pradesh. Chief Minister Mohan Yadav and Hemant Khandelwal have both emphasised the potential benefits of his administrative experience and previous involvement in projects associated with the state.

For the BJP, the nomination also ensures that a senior Union minister is positioned to represent Madhya Pradesh in the Rajya Sabha, subject to the outcome of the by-election. His experience in diplomacy and the Union government could be relevant to discussions involving national policy and the state’s development priorities.

At the same time, the Congress has questioned the political circumstances behind the decision, particularly Puri’s exclusion from the BJP’s list of candidates for the Uttar Pradesh Rajya Sabha elections. The criticism has added a political dimension to what is otherwise an election shaped by the BJP’s Assembly majority.

With the BJP holding 164 seats in the 230-member Madhya Pradesh Assembly, the party has the numbers required to secure the vacant seat if its legislators vote as expected. The final outcome will be known after voting and counting on November 12.
