
The Samajwadi Party is preparing to take its Pichhda, Dalit and Alpsankhyak (PDA) political formulation directly to voters across Uttar Pradesh with a statewide campaign beginning in October. The proposed Samajwadi PDA Yatra is expected to be led by party chief Akhilesh Yadav as the SP builds its organisation and outreach ahead of the 2027 Uttar Pradesh Assembly election.
A customised campaign bus for the proposed yatra arrived at the Samajwadi Party headquarters in Lucknow on Wednesday. The party has not yet announced the final dates, route or detailed programme for the statewide journey, but the campaign vehicle has already been designed around the PDA message that has become a central part of the SP’s political strategy.
The planned road campaign comes after the Samajwadi Party’s strong performance in Uttar Pradesh during the 2024 lok Sabha election. The party won 37 of the state’s 80 parliamentary seats, making the PDA formulation an important feature of its post-election political outreach.
Samajwadi PDA Yatra Will Put Social Justice Message on the Road
The proposed yatra is intended to take the SP’s social-justice message beyond rallies and organisational meetings and into different parts of Uttar Pradesh. Akhilesh Yadav is expected to Travel in the specially refurbished bus, addressing crowds from its roof through a hydraulic lift.
The 15-metre-long, multi-axle vehicle has been equipped for extended campaign travel. It has bulletproof glass, a meeting area for up to six people, a living space with a sofa-cum-bed, kitchen and pantry facilities, a washroom and air-conditioning.
The bus also has CCTV cameras, exterior LED screens and Wi-Fi connectivity. It has reportedly been refurbished and upgraded at an estimated cost of between Rs 2 crore and Rs 5 crore.
Its appearance has been designed to reinforce the party’s political messaging. The red-coloured bus carries the words “Samajwadi PDA Yatra” on its sides, along with images and slogans associated with the SP’s social-justice campaign.
One side features Akhilesh Yadav with the slogan “Samajik Nyay Ka Parcham Lehrayega, PDA hi Parivartan Layega”, referring to the party’s message that the flag of social justice will rise and PDA will bring change.
The other side carries an image of SP founder Mulayam Singh Yadav alongside the slogan “PDA Samajik Andolan Hai, Samajik Nyay Ka Sangharsh Hai”, presenting PDA as both a social movement and a struggle for social justice.
The words Pichhda, Dalit and Alpsankhyak are prominently displayed on the vehicle. Images of leaders including BR Ambedkar, Janeshwar Mishra, Ram Manohar Lohia and Beni Prasad Verma are also part of the design.
Akhilesh Yadav Has Used the Campaign Bus Before
The proposed roadshow also revives an earlier campaign format used by Akhilesh Yadav. He travelled in the same bus during election campaigns in 2016-17 and again in 2021.
The vehicle has now been refurbished and redesigned for the new political campaign. Its equipment is intended to allow the SP chief to spend longer periods travelling across the state while maintaining a base for meetings and public engagements.
However, the bus itself is only one part of the proposed campaign. The larger political objective is to strengthen the SP’s presence among the social groups represented by the expanded PDA formulation and to build on the party’s electoral performance in the 2024 Lok Sabha election.
How the PDA Formula Became Central to the SP Strategy
The SP’s PDA formulation became a major feature of its campaign ahead of the 2024 Lok Sabha election. The original formulation referred to Pichhda, Dalit and Alpsankhyak, broadly describing backward communities, Dalits and minorities as the core groups the party sought to bring together.
The formulation was subsequently expanded. The SP leadership began using PDA in a broader sense to include additional social groups, including Adivasis, forward castes and women. The “A” in PDA has also been described as Adhi Abadi, referring to women.
This expansion has allowed the party to use PDA as a broader political framework rather than a reference limited to three social categories. Akhilesh Yadav has also used the term in speeches to describe a wider grouping of people who feel affected, unhappy or humiliated.
In August, while addressing a Brahmin gathering, Yadav said the “P” in PDA could also stand for Pandit. Earlier this month, he described PDA as an “alliance of progressive and positive people” and said people who were pidhit, dukhi and apmaanit could come together under the banner.
The evolving use of the acronym has therefore become part of the SP’s broader effort to expand the social base associated with its campaign.
What the 2024 Lok Sabha Results Meant for the SP
The 2024 Lok Sabha election provided the Samajwadi Party with its strongest parliamentary performance in Uttar Pradesh in that election cycle. The party won 37 of the state’s 80 Lok Sabha seats.
By comparison, the BJP won 33 seats in Uttar Pradesh, down from 62 in 2019. The Congress, which contested the election in alliance with the SP, increased its tally in the state from one seat in 2019 to six seats in 2024.
The results also changed the distribution of parliamentary seats within the state compared with the previous Lok Sabha election. The BJP’s national tally fell below the majority mark in the Lok Sabha for the first time since 2014, increasing the importance of its alliances in the formation of the government.
At the Assembly-segment level, the SP-Congress alliance was ahead in 224 of Uttar Pradesh’s 403 Assembly segments based on the 2024 Lok Sabha election results.
The statewide vote totals were also close between the BJP and SP. The BJP polled around 3.83 crore votes in Uttar Pradesh, while the SP received around 3.81 crore votes.
SP’s Position Compared With the 2022 Assembly Election
The 2024 Lok Sabha results need to be viewed alongside the previous Uttar Pradesh Assembly election. In 2022, the BJP secured around 41.3 per cent of the vote and won 255 Assembly seats. The SP received around 32.1 per cent of the vote and won 111 seats.
The SP’s performance in the 2024 Lok Sabha election represented an increase from its weaker position in the 2017 Assembly election. The party’s strategy subsequently focused on retaining its traditional support among Muslims and Yadavs while seeking support from additional communities.
Groups such as Kurmis, Pals and Dalits became part of the party’s broader effort to construct an expanded social coalition around the PDA framework.
The proposed statewide yatra is therefore being planned against the backdrop of two different electoral pictures: the SP’s 2022 Assembly defeat to the BJP and its significantly stronger performance in the 2024 Lok Sabha election.
BJP Has Challenged the Meaning of PDA
The PDA formulation has also become a recurring subject of criticism from the BJP. BJP leaders have used alternative interpretations of the acronym while attacking the SP’s political strategy.
Uttar Pradesh Chief Minister Yogi Adityanath used the phrase “Production House of Dangai and Apradhi” in 2024 while criticising the SP and alleging an association with rioters and criminals.
More recently, BJP Uttar Pradesh in-charge Vinod Tawde offered another interpretation, saying PDA stood for “Paraya, Dhan, Apna” rather than the SP’s formulation.
The competing interpretations have become part of the Political Debate surrounding the acronym. BJP leaders have also argued that the SP has changed the meaning of PDA as it seeks to reach different social groups.
The SP’s own expansion of the formulation has provided the context for that criticism. Akhilesh Yadav has increasingly used PDA in ways that go beyond its original Pichhda, Dalit and Alpsankhyak definition.
From Lok Sabha Gains to 2027 Assembly Preparations
After the 2024 Lok Sabha election, the SP intensified its PDA campaign and began framing the 2027 Uttar Pradesh Assembly election around a contest between the BJP and the broader PDA coalition.
The party is now attempting to translate its parliamentary performance into a stronger statewide organisational structure. One part of that effort involves booth-level preparations.
The SP has asked its booth-level agents to add five voters to every booth as part of its organisational strategy. The approach is linked to the party’s analysis of the 2024 Lok Sabha results, in which the SP-Congress alliance was ahead in 224 of the state’s 403 Assembly segments.
Uttar Pradesh has around 1.77 lakh polling booths, making booth-level organisation an important component of any statewide electoral campaign.
The proposed PDA Yatra can provide the party with a platform to connect this organisational work with direct public outreach. Instead of limiting the PDA message to party offices, speeches and local meetings, the road campaign would allow the leadership to carry the formulation across different regions of the state.
Why the October Yatra Matters to the SP’s Campaign
The timing of the proposed yatra places it within the SP’s longer preparation for the 2027 Assembly election. With the party yet to announce the final route and schedule, the scale and specific regional focus of the campaign remain to be determined.
Its political message, however, is already clear from the design of the bus and the language used by the party. Social justice, representation and the expanded PDA coalition are expected to remain central themes.
The campaign also gives Akhilesh Yadav an opportunity to directly engage with communities that the SP is seeking to bring into its wider political coalition. The inclusion of references to Ambedkar, Lohia, Beni Prasad Verma and other leaders on the campaign vehicle reflects the party’s attempt to connect its current outreach with a broader history of social and political movements.
At the same time, the BJP’s competing interpretation of PDA means the acronym is likely to remain part of the political contest between the two parties in Uttar Pradesh.
The Road Ahead to the 2027 Uttar Pradesh Election
The Samajwadi PDA Yatra is being planned as the SP moves from the electoral gains of the 2024 Lok Sabha election toward preparations for the 2027 Assembly contest. The party’s challenge is to turn the social coalition represented by PDA into sustained organisation across Uttar Pradesh.
The October road campaign will be one visible part of that effort. Its final route, dates and programme will determine how extensively Akhilesh Yadav takes the message across the state.
For the Samajwadi Party, the campaign brings together three elements of its current strategy: the PDA social-justice framework, the organisational lessons drawn from the 2024 Lok Sabha election and a renewed effort to build booth-level strength ahead of the next Assembly election.
Whether the expanded PDA formulation can translate the SP’s 2024 parliamentary performance into an Assembly-level organisational and electoral coalition will depend on how the party develops its outreach across different communities and regions before the 2027 Uttar Pradesh polls.
