As the Uttar Pradesh Police’s Special Investigation Team (SIT) prepares its findings, the focus is not only on the alleged lapses but also on questions of accountability within the trust overseeing one of India‘s most significant religious projects.

For years, Rai has been synonymous with the Ram Mandir movement. A senior functionary of the Vishva Hindu Parishad (VHP) and a longtime RSS pracharak, he played a central role in steering the temple project from a decades-long demand to reality. Supporters credit him with discipline, organisational ability and unwavering commitment, while critics argue that decision-making within the trust became increasingly concentrated around him.

Over the years, some religious leaders and former movement veterans voiced concerns about the concentration of power, though few challenged the arrangement publicly.
